The New Roadmap for Universal Early Learning

Governor Kathy Hochul has unveiled an ambitious multibillion-dollar plan aimed at delivering free early childhood education to families across New York. A central pillar of this initiative is a $470 million investment designed to ensure universal pre-K for four-year-olds statewide by the start of the 2028–29 school year. While pre-K programs have existed for decades, this new funding seeks to remove the barriers that have prevented many school districts from participating.

In addition to the statewide pre-K expansion, the plan focuses heavily on New York City. Alongside Mayor Zohran Mamdani, the Governor announced a commitment to fully fund the first two years of free child care for two-year-olds in the city. The program is set to launch this fall with 2,000 seats in high-need neighborhoods, with plans to expand to over 30,000 seats over the next four years.
