Research shows that a significant percentage of the prison population reads at a third to fourth-grade level. This alarming statistic suggests a strong link between literacy and incarceration. Senator Bill Cassie’s visit to Hunts Correctional Facility revealed that 54% of the inmates screened read at this low level, underscoring the urgent need for literacy programs within the prison system.

Prisons often exploit the labor of illiterate inmates, which may discourage addressing literacy issues. Inmates are involved in manufacturing furniture, kitchen appliances, and clothing, contributing to a system that benefits from their low literacy levels. Addressing this issue through literacy programs could reduce the prison population, but it would also impact the prison industry’s business model, creating a disincentive for change.
